That slow growth just makes it easier to not need to pump out insane amounts of wealth and attract sieges and the like.

In the meantime, I got a Migrant Wave of five in my first Spring in my latest fort. That didn't used to happen in the old versions, did it?

check your init file, and make sure there is a POPCAP line in it.  If there isn't you will never get any migrants.  It happened to me...

Both POPULATION_CAP and STRICT_POPULATION_CAP should be present, although the bug where they defaulted to 0 was fixed in 0.40.09.
