GOT THEM TO MOVE AFTER 6 YEARS.

Found the culprit: A hole filled with water.

And that blocking hole was right at the end of the green path that you saw when you pressed D, right?  (Hint: the paths start at the Depot, not at the map edges.  So start at the Depot and follow them outward.)
