When I think about it may not be totally perfect to have that definitive trigger conditions("Is Neblme"). Totally outlawing such an exploit would also feel a bit too restrictive though... Maybe we could somehow limit the total ideas/traditions slots a character may have? Like up to three ideas, regardless of acceptance, and up to estevesteblished, active, traditions.
So a character will be able to support up to 6 traditions, up to three of those can be 'new' ideas. This should stimulate people to put as much thought as possible in their triggers to maximize influence gain. What do you think?
Items: you usurp freedom of posession from the current owner. Ordinary items <50k worth 1 influence, <100k -2 influence and so on. Artifacts worth more, according to your suggestion, or whatever we agree upon.
So as a civvy from civvy you pay that value to the pool and half of that value(rounded up) to the abused guy. If you have none - you cannot usurp.
As a government from civvy you pay half of the value to the civvy from the pool. If pool is empty - government cannot usurp.
As civvy from government you just pay item worth to the pool. Of course government can pass laws limiting who and when can usurp from government. Or create a special title for distributing governmental stuff. Note that such title may also be usurped(one can use his influence to acquire high governmental position through corruption, he-he.).
