Do dwarves get positive thoughts from admiring stored items when they walk near them?  More specifically, if I create a special 1 by X stockpile specifically for artifact quality items in my dining hall, will the dining dwarves get happy thoughts from all that useless garbage loveliness on display?

No. But there does exist a pedestal mod that allows you to turn these usually useless items into constructions that provide happy thoughts.

Also, otherwise useless artifact weapons can be admired by building them into a weapon trap in a high traffic area.

Don't forget to add [PERMITTED_BUILDING:DISPLAY_CASE] under [ENTITY:MOUNTAIN] in entity_default, or your dwarves won't have access to it.
