Edit: Somewhat off-topic but still sort of fits. I was wondering how likely a dwarf with novice military skills is to kill a lion or tiger. I was thinking I might eventually try to make it part of my drafting process. Every dwarf needs a backpack and flask so the backpack can be made out of their first kill's hide. If they have no chance how high would their skill need to be to have about a 50% chance.

They would have a good chance of winning if they have a solid weapon and at least some armor. Wearing nothing but clothing and unarmed, they would become kitty kibble in all but very rare occasions.

Just a suggestion for the OP. If you embark in a savage biome you can put out a handful of cage traps at the natural choke points that animals path through and collect specimens for live training. That seems much more in line with the sort of hardcore mentality Spartans used to have rather than resorting to completely automated safe room training with nerf spears but to each their own. Just don't send your brand new green recruits in to face down giant badgers or similarly monstrous foes if you catch them early on.

As to the question of the usefulness of leather armor. If it is masterwork, it will provide some protection. Low quality leather armor is pretty lack luster so you want to pick one or maybe two dwarves to specialize in making it so they level up quickly and start churning out decent gear.

Huh sounds like a good idea. So basically arena fights for training, how long would that take to progress the recruits? I figured I would do just enough safe room training to get the ball rolling for sparring but yeah live training sounds a bit more fun and I have never done a savage biome so that could be fun on its own.
