You can do this with the OPs idea.

The "Closest ingredient" strategy is from before stockpile linking existed. It works, but it's hit or miss. Linking takes the guesswork out of that, and you can have multiple kitchens or food stockpiles close together without them getting mixed up.

So link a 1-tile stockpile for solid ingredients, it can take whatever you want to get rid of, so you can specify multiple foods, and link an X-tile stockpile for the syrup or booze. The dwarf will have to take from the 1-tile stockpile first, because 'solid', then he's constrained to use the liquid for the next 3 units, because the solid stockpile is not empty. It's very unlikely a hauler will get off his butt and refill the solid stockpile in between the chef getting ingredient 1, and the other 3.
