Game dev here. Min reqs are usually just random bollocks pulled out of thin air based on looking at what we're running it well on, extrapolating loosely to what that would probably translate into if we only wanted 30/24/20 (or any arbitrary number, really) FPS, without horrible stuttering in the slowest part of the game with lowest settings (assuming we even bother with guessing that precise), and so on.
