Do elfs normally make towers and if so whats so special about them?

Elves don't build towers, they leave in forest and jungle retreats, the ones who build towers are the goblins.
The most special thing about them is that their inhabitants are multirracial (altough subjugated to a goblin king), this humans, elves, kobolds and dwarves live there becausethey are the snatched babies (or their descendants) who were raised under goblin tradition.

Actually, necromancers build towers during worldgen, once they have enough zombie minions. You're seeing an Elven tower because this necromancer happens to be an elf.

The only structure goblins build are Dark Fortresses, unless the goblin is a necromancer and decides to live in a tower.

All entities can be multiracial if a site of another civ was captured during a war. This is why dwarves, elves, and goblins can be found in human cities during adventure mode.
Kobolds and animal people are the exceptions to this, despite having entity raws their sites cannot be "captured" and as such cannot be subjugated by other races.
