I think if your AGI was 4 it would be stuck at 4.00, and if it was 5 it would be stuck at 5.00. So I don't see how raising juice (And therefore raising base stats) would help? It might be because you're checking your stats while on-site. And your skill will go up once you return to base. (Your skills will also glow white when they are ready to level up)

You could also be going to areas that won't help you skill up anymore.  I don't think you can gain more than 5.5 security from any kind of Apartment, for example.

If it's literally "4.99+" and you're at base, could be a passive activity leveled it and there's a stat problem or somesuch.  Probably a bug if it stays there for more than a day or two

If it's literally 4.99+ and you're onsite, then that's usual behavior: once you get back to base, you'll get the level the next day.

Hitting the difficulty-cap for places means that your skill doesn't get to the + stage: it just stops moving.
