Rusty Iron Shovels missing on embark

I've made 4 different worlds, but none of them have Kobolds able to start out with a rusty iron shovel. Is this a bug?

Kobolds don't start with shovels anymore, now you have to steal a pick from the dwarves/trogs/drow. Once you do that, you can dig as deep as you want.

Oh darn. I think the embark profiles should be updated to reflect this. I've yet to actually produce one piece of meat for these little guys.
