What exactly are you asking?

Are you asking if there's a way to create ice on a map that doesn't have a season cold enough to freeze water, no.

If you're asking if there's a way to create additional water on constantly freezing maps, only with incredible difficulty (intricate system involving two basins, and shifting magma back and forth while re-filling from an underground water source).

If you're asking on a map that has a range of temperatures per season, freezing winters and thawing summers, then yeah. That.

If you're asking if there's a way to spawn ice, I think there was a Koblod workshop that involved stealing from the Frost Giants?

There also might be some spells, but harnessing them to reliably freeze water seems insane.

First of all, I don't believe so. Second of all, why would you want to?

You can freeze water, but it will instantly melt again. No way to really change temperature locally. I could make fake ice...

I was playing around with a recent fort and dfhack "fastdwarf" to make a stairway to the top Z level and a floor of ice, as an eventual destination for the king's throneroom.

Also to wall off frozen rivers so invaders can't walk over them (but you have to be careful about creating a permanent barrier and an unintentional dam ).
