Questions about world population

Recenly exported text file begins with:

Civilized World Population

   40824 Dwarves
   49650 Humans
   51154 Elves
   21480 Goblins
   400 Kobolds

   Total: 163508

However, the population cap is supposed to be the default 15 000. So, does the txt file include the deceased, or what?

Also, what are the recommended ways for getting a world with larger goblin population, ceteris paribus?

the numbers in the parameters are population per entity. One translation of entity in game terms could be a civilization. So if the limit is 15.000 and there are three dwarf civilizations, it could get a total of 45.000, not counting any members of that race that live in other nations, such as a kidnapped dwarf baby growing up and reproducing. They're members of a different civ, but still count as dwarf (I think, you never know with this game).
