I've never had dragons leading sieges as powers. As powers they pretend to be gods and sit in their temples for your adventurers to find them (and there fire/death/whatever secrets written in books).

Could that be because, without also adding can_speak (if it isn't implicitly implied when giving the can_learn token), they aren't capable of taking over the civ they're associated with directly? Thus, can_learn and power can be used to impart certain behaviors, but skip others like directly running civs (and showing up to lead one of that civ's sieges, or something).

Alternatively, maybe it's just THAT rare. For example, I've read a player story or two where the sieging civ sent their currently living deity (or say their demon ruler) to lead a siege, but I've never been lucky enough to see a siege like that myself.
