So far, I'm a bookie for a local sized touring promotion, integrated.
I actually just modded this company in to how I want to run it, but not be too hard at the start. It gives me room to change the product to what I really want for when the company does get bigger. Also gives the challenge of being at the whims of a boss.
Basically, you don't make any money at all from events while you are small and local sized. (Learned that the hard way as I tried and failed to run a low sponsorship type promotion, wondering wtf I was doing wrong. You gotta play the long game while small...) I have not tried regional or higher yet, they seem more intimidating with a bigger roster to handle.
Currently, the tactic is keeping on 4-6 wrestlers who will be my focus/longer term contractors, they fight the most and I give em the wins to look great. Using the Face/Heel approach, half my crew will be one or the other. And generally, usually they will exclusively fight face vs heel, unless I use em in dark time. (I can't afford that excess yet...) While the rest of the line up are temps who are there to make my star wrestlers look good. Those guys will be thrown back to the wild when I'm done with them.
Fun Tip: Touring companies are pretty decent for local, small and regional sized promotions. Possibly a low end Cult too. The reason is that you gain access to a new contract type, Touring.
Touring contracts are basically the same as PPA(Pay Per Appearance) contracts, but the one main difference is that if you let a touring contract expire, people will not see it negatively at all. If you let a PPA contract expire, you won't be able to rehire that person for at least 6 months. If you let a Touring contract expire, you can immediately rehire the person.
Being small and having cruddy income, you can't sensibly keep a huge roster on the payroll, especially if you can't afford to use em, since most contracts have a downside, plus morale issues of simply not being used. Downsides are the minimum payment the employee will get payed per month, no matter how much you use them.
