I don't think theres a mod for that, in fact, I only know of one mod for the all of Liberal Crime Squad, but doing that is probably as easy as editing the code.

I feel like Liberal Elitist made a pretty comprehensive post on the subject somewhere. Though that was for giving you infinite recruits once your juice reaches 1000. Having infinite recruits all the time would probably be even easier to code in.
