I'm pretty sure I've seen reports showing that dragons are cagable, they just aren't garaunteed to be cagable.  That is, they have a chance to avoid cages, and that chance may even be high, but it's not 100%.

After all, the Dungeon Keeper -can- tame them, they're tagged for it.

Imagine editing the raws to make them trainable too.  War Dragons anyone?
