On a sidenote, I don't quite think that hijacking civilian large cruisers or cargo freighters should really be viable unless you make the world big enough for your liberals to have contacts in south asia or somalia, because big ships like that are easily recognizable and would be very heavily targeted.

Doubly so for military vessels. You'd get daily navy seal invasions until they simply decide to cut their costs and blow the ship up. Not to mention that it's not like you have the logistic infrastructure to actually maintain the ship.
