is it possible to designate an individual item to be moved from one stockpile to another?

Yes, but it wont happen very quickly unless all of your dwarves are very bored, OR unless you designate one dwarf to ONLY do that type of hauling.

Go to the settings of the stockpile your item is currently in, change it so it does not allow either the material, or the type of object it is, to be placed in that stockpile. So lets say you have an obsidian toy artifact in a stockpile but you dont want it there, go to the stockpile, and change EITHER that it DOES NOT allow obsidian items, OR, that it does not allow toys, OR, that it does not allow items of a final quality of Artifact ( there is a difference between final quality and base quality).

Then, for the stockpile you -DO- want it to be placed in, change its settings so it only allows -ALL- of the settings your object has. In this case, make it so the only items it allows are made of obsidian, and that it only allows toys, and that it only allows a total final quality of artifact. After that its just a matter of time.

Also, make sure there arent any other stockpiles that could possibly also allow your object to placed in.
