I build a gear assembly above another one, lower recieves a power from waterwheel, but upper one seems to have no power from lower one. They don't have layers between them, so no axles needed. What's wrong with it?

I can't read your diagram, but did you dig a channel on the space above?  So there's no floor separating the two assemblies?
