If something like a SOCKS proxy won't work, then you only have 3 other options, really.

Host inside the firewalled network only, using a native IP. (Local LAN play only, forget about online play.)

Get somebody else that is outside the dorm to host, (there used to be several matchmaker servers in the days of yore, but most are defunct now. You might still be able to find one though.)

Or, Roll your own outside gateway, and be your own router. (Tethered cellphone, or similar internet capable device, servicing as the end node, with your computer's bridged net connection acting as the gateway.)

I've done the 3rd one a few times actually, way back in the day. (Slow dialup pipe between a local LAN and a remote game group's LAN) these days a 4g cellphone would probably work just fine, other than the data cap issues, and possible tethering fees.

The easiest solution is to get somebody else to host.
