Figured out the problem.

I was planting them on a clay zone because I heard that clay doesn't need irrigation.

This zone was near the place where I picked the bushes, but it was full clay, all red and without "green" grass around.

Then I tried to move the plot up, toward some green grass and it worked.

I just didn't know that grass still counted as "clay" and could be farmed. So the rule to make these plots is to make them where you see some "green" and not in completely "red" zones.

I was confused because after the first explanation it seemed a problem of altitude or climate. Instead it's just a problem of soil.

Not a bug then, just a little obscure.

Yeah, that's the issue -- the non-grassy part is the mountain biome, and it checks biome flags for plants.  I wrote down to add a biome thingy to the farm, or something to help, but I didn't get around to it, like various other things.
