Do I need to let the traders survive to get immigrants?

I honestly don't know. I drowned the dwarf (and now the elf) traders because they annoyed me. But now it's summer of the second year, and not a single immigrant has showed his face.

Do I need to let the traders survive to get immigrants?

No, I've had forts where killing the traders was my way of getting goods. My ONLY way. And I got many (Unwanted) immigrants.

I don't see an outpost liason, either, but I didn't kill him. He just never showed up. Could that be the problem?

That just means that you won't be able to request items. Dunno why he wouldn't have come though.

Is this your first fort on that world? Because if it isn't you may have killed him in a previous fort and since there is only one liaison per civilization you're not going to get another.

Or you could just pick a different civ to start from.  Unless you're on a small map and only have one dwarven civ, that is...

How do you tell how many dwarven civs there are, and which one your settlers are from?

If you <TAB> a few times through the embark map screen, you will see, and be able to choose between them. If you scroll through the list, you see their positions on the world map represented by blue Ω's.
