3: Knowledge is power. We need to learn what this guy can do (so no killing him yet), what the guys in the neighboring cells can do, how they've been restricted, what we are given by the guards, etc.
During free-time, you are all let out into the courtyard; a brightly lit, highly monitored, indoor area. There are basketball areas, workout equipment, a running track, and a canteen for snacks. You try to get to know Software, to know what he can do. Software, along with his actual cybertech implants, is able to create, modify, or reverse-engineer up to military grade technology. His life-core has been implanted with a slave chip, so that Hardware can control him.
"Yeah, Hardware can be a bit of a control freak..."You also ask the inmates near your cell. Apparently, not all the inmates are supervillains. In fact, most of them are just Goons that were captured. The only
real supervillains here are you, Crusher, Mumbo and Jumbo, Eyespy, and Penance.
Crusher was a wrestler who was kicked out for actually fighting. He then used biotech to assimilate the other wrestlers into him. They all agreed though. If they didn't agree, he would've broken their bones anyway. He is now an 8 ft tall behemoth who holds underground wrestling matches at night during free-night; once a week, at night, they triple security but allow inmates to do whatever they want.
Mumbo and Jumbo are twin magicians who were arrested and put to death for making twelve political hostages "disappear". After they were buried, they magically reappeared and continued their act. This went on for several years, when finally the Anti-Supervillain Association decided to just lock them up forever. They can magically pull anything you want out of their hat, for a price...
Eyespy was a CIA agent. He was a test subject to let CIA members turn invisible and increase their senses. He was the only one who survived, and for a time, he was the CIA's top spy. They found out, however, that he was secretly selling information to their enemies. After 10 years of hiding, they caught him and locked him up for life.
Penance was the greatest mass murderer the world had ever seen. It is rumored that if he were allowed to continue his rampage, he would be able to amass the amount of death of WWII within 5 years. The police didn't dare to try to stop him, seeing it as folly and a waste of life. They would just increase the death toll. No one could stop him. Except himself. Except a higher power. He turned himself in. Every time during free time, he would lock himself in his cell and cut himself for every life that he remembers taking. As of now, he has 800,000 cuts all across his body. The medical team tried to stop him, but he threatened to kill everyone there if they interfered.
New Goons that arrive usually pledge their allegiance to one villain or the other, so every villain, excluding you, Software, and Penance, has an army. There are a large number of Goons that are unaligned, but you could persuade them to join you if you do something to impress them enough.
"Oh, and don't bother with trying to get them through fear. Penance has monopolized that. Maybe you could try winning in Crusher's ring tonight? No weapons or powers, though..."
