Chaining A Dwarf

So my baron ends a mandate that I never saw coming, and decrees a farmer to be sent to the slammer. Cap.O.T.Guard goes to chain the dwarf, and I demote him. But he continues to get the dwarf, and so I give up and promote him back to CotG. He heads to the dwarf, stands on top of him, and then.. nothing. They're both not moving. What do I do?

Does the CotG have any job listed in the units screen? You might want to check your combat report to see if he's giving the farmer a beating.

Alternatively, do you have chains or cages set up to be used by justice? It may be that the captain is trying to bring him to jail, but cannot as he has no jail to go to.

The (now demoted and replaced) old CotG permanently has the Chain Animal job listed, only taking breaks to sleep and drink and eat (i think), which is how he managed to survive for about 1/2 a year. The guilty farmer is now the new CotG. The old CotG is still stick with the chain animal job.

Try getting him to interrupt the job. Catch a harmless wild animal, put the former CotG in a small space (say, 11x11), and drop the animal in on him.

I am trying to make chickens lay bees as eggs. So far it only produces a single "Tame Small Creature" when a hen lays bees.
Honestly at the time, I didn't see what could go wrong with crowding 80 military Dwarves into a small room with a necromancer for the purpose of making bacon.

the problem is solved.... in a way. The damn mason wouldn't stop with his error messages, so I conscripted him into themeatshield fortress defence squads. He's happier now.
