So looking over this argument...  could you, in metal-scarce environments, supplement the 'goblin armor model' with leather greaves/leggings and gloves?  Not AS good, certainly, but at least you've got a tougher-than-cloth protection layer in those areas, a mixed armor model being fairly common in metal scarce regions in real life.  And leather is easy to get ahold of.

It would definitely be better than no armor for those regions.

Myself, I use a uniform that includes both layers (e.g., gloves and gauntlets for the hands, leggings and greaves for the legs, ect.).

I generally consider a uniform complete at 7-8 bars. One each for weapon, helm, gauntlets, high boots, and leggings, then two for the mail shirt. If I really must I'll make the shield out of metal, but it's rare that I have no wood / no leather or no decent carpenter / no decent leatherworker.

To equip one Dwarf in a full solid suit, it'd cost you about 24-25 bars of metal depending on what weapon you chose, battle axes costing one more than their fellows. To equip one Dwarf in a breastplate, helm and weapon it'd cost you 10 bars less at 14-15.
For those 300 bars you could field 12 metal cans or 20 scantily clad soldiers.

Here is what I've settled on for the uniform in use on my current fortress (replace clothing, partial matches):

Hood, Helm
Shirt, Vest, Mail, Breastplate
Gloves, Gauntlets
Leggings, Greaves
Socks, High Boots
Shield
Spear or Crossbow (depending on unit)

This adds up to a decent amount of armor, but would require quite a bit of metal to get it fully kitted out.

Leggings and greaves are incompatible unless you take the [SHAPED] token off one of them. As with caps and helms, you only get to wear one of those two things at a time.

Breastplates for me fall into an awkward area. They're too heavy to give to inexperienced soldiers (unless they're made of adamantine), and by the time a dwarf has enough strength, speed, and armour skill to wear a breastplate over mail and still be faster than the enemy they don't really need the breastplate anyway.

I didn't realize Leggings were shaped. ;(  I knew caps were, which is why I use hoods and helms, not caps and helms.

make the uniforms include 3-5 wooden shields and a silver hammer per dwarf (everything else from best metal) next time, that will make more impact. Employ skilled migrants training always, 10 legendaries will keep you safe from almost everything. just keep a disposable squad around (e.g. 12 year olds, lye makers etc) for the odd deadly dust straying horror

Breastplates don't cover the upper arms like mail shirts do, and gauntlets don't extend to the upper arm.
