Letting it freeze and then mining away the ice blocks (via ramps, as you mentioned) would probably be the least dangerous and moderately effective way to go about it. An alternative would in fact be magma - it evaporates water and can even remove mud from floor tiles. It can also produce obsidian blocks and !!dwarfs!!
