No idea about those specific questions, but I do keep an eye on it occasionally. As you said, there's not a whole lot of info out there, but there does seem to be steady progress, and apparently he's started livestreaming some of his dev work on twitch.

http://enemystarfighter.com/ Latest info there, but he did apparently switch hosts or something which at first glance seems to have wiped out the blog history. Just based on what he's saying it does look like it's becoming more or less feature complete and the majority of the work will be on polish and bug fixes... but that's just a guess on my end.
