Dwarves have stopped hauling empty cages

I've got a couple cage stockpiles for my random cages as well as a big catch-all stockpile that takes cages.
They'd been working for years.. like 10+ game years without issue.
Recently though, dwarves won't haul any empty cages to them.
There are still a few cages on the stockpile. They're not in a burrow, or anything like that. Heck if I build a cage right beside them, then remove it, no one will put it back on the stockpile.

They're set for all animals as well as having the toggle for empty cages set.

cages aren't forbidden, and it happens everywhere. Got some sitting on the trade depot, some in the cage room, etc.

Did you check the stockpiles preferences that empty cages really are allowed on the stockpile? The other thing to check is that there are no hidden items lying on the stockpile, as they prevent other items from being stored.

Also make sure you haven't accidentally disabled Animal hauling in your Standing (o)rders.

It's amazing how dwarves can make a stack of bones completely waterproof and magmaproof.
It's amazing how they can make an entire floodgate out of the bones of 2 cats.

Yes, I've checked, all 3 stockpiles have empty cages allowed, and there are no hidden items.

Animal hauling has an impact on empty cages?
