Just a heads-up-- The tanto is a knife, mechanically speaking. I don't know why this is, because every source I've found agrees with you that it's a shortsword. That's just the way L5R works, I guess. I don't think this will be an actual problem for you, I just wanted to forewarn you that it's governed by an unexpected skill. That skill being knives. Obviously.
I should point out that I'm ok with the school being as it is, giving the anachronism of the setting. Largely schools are temples or certain ways of life, espousing a particular philosophy and point of view that a Samurai is inducted to, grows up within, and owes loyalty to. This is why your unmodified starting honor comes from your school. They normally won't be schools in the traditional sense as we know them, and, save for Ronin who still likely trained with or under another Ronin, most unclanned characters (particularly peasants) who are traditionally schooled in some way would be monks or something of the sort. It would be rare, perhaps even taboo, for a samurai to leave in order to train at a different school. That being said, I'm cool with it and it stands to reason that a long time ago, some upjumped peasant started a school or something; Ever since, peasants have been sort of learning the style he invented.
