How should I chain these Windmills?

I'm trying to setup a small windfarm to power a pump stack.

This is the current underground setup. Above each gear mechanism (the z-layer directly above it, through a channeled hole) is a windmill. When they are connected like this, the whole chain says INACTIVE. If I disconnect the horizontal axis, each individual gear will start flashing as ACTIVE but I can't seem to actually connect them to use the power from all the windmills:

Seeing that you have 220 power means that you have 11 windmills each providing 20 power. But you need 376 power for the thing to function, so nothing works right now. You simply need more windmills. I would also suggest making the gear next to the stairwell be the one that's connected to a lever; I dislike activating/deactivating gears directly under windmills.

Yea I got the gear lower down the chain rigged up to the lever for turning it off.

I wasn't aware that you needed to match the power in order to have it go Active. That makes sense. I figured it would say Active and just not operate the pumps, or operate the first few in the stack
