GIMP Layers--Help Desired!

I'm trying to figure out GIMP. The thing that strikes me the most is its use of layers, which seems like it would be rather useful for illustrated suggestion games and the like. I have some things I'd like to do but can't figure out how.

1. Is it possible to move a layer that's smaller than the whole picture's size around within the larger image?
2. How would one bring in a given image previously created as a new layer, e.g. a character "sprite" for an ISG?

And while I'm here:

3. What other features of GIMP do you think would be useful to me?
4. Do you have any suggestions of programs which would work better for my needs?

There's an option in the 'file' menu for importing files as layers.

I personally use it for the mercenaries game, but I'm a bit out of practice. But yes, the 'four arrows' tool is for moving layers, just be careful where you click, so that you move only what you want.

Just get Photoshop through some means. I regret ever switching to Gimp (the reason why I did was because Gimp was legally free).
