1: the stockpile is full
2: some items seem slightly bugged, large gems at least used to just stay wherever they were created/traded/dropped
3: area can't be reached, or you broke the path, either to the items or to the stockpile
4: refuse, including various corpses that are outside need (o)rders to be changed to 'dwarves gather refuse from outside'
5: items marked for dumping need a garbage zone, not a stockpile
6: items marked for dumping that are outside are counted as refuse, see 4:
7: everyone is busy with other stuff
8: the items are marked (f)orbidden, mass claim them with (d)(b)(c)
9: you think they were bought from a caravan but used (o)ffer instead of (t)rade

well, that's a good start untill you give some more info on how many idlers there are, are the items outside, inside, food, gems, bought from traders and at the depot, the old clothing from a dead dwarf or goblin, whatever, are they on different z-levels, have you checked the stairs

all the above points have come up, and quite regularly, in questions in the past. Without more info, noone will be able to tell you what is going on

Jam a door with its corpse and let all the goblins in. Hey, nobody said it had to be a weapon against your enemies.
