Dwarves do not able to equip armor?

My dwarves seems to not being equiping the helmets boots and gauntelets i made for them... they go to the stockpile, grab a bin, then they go to the squad's room and back to leave the bin having equiped... nothing.
I select his cloth cap and mittens as dump or forbid but they just didnt throw it away

I usually set my uniforms to replace(I think it's 'r' in the uniforms screen). I'm not going to go in it, but there are essentially limits to how much a dwarf can wear.  Using replace clothing will make sure that is the only thing they will wear. Be careful to have full armor for everyone or they will get unhappy thoughts for not having pants on.

Equipping can be a pain in the backside...sometimes you tell them to equip and they go get dressed and you're done...no drama.

Other times, you designate specific armor for each part of their equipment...and they won't take off that @#@&@# llama wool cap and replace it with the (-*Adamantine Helm*-) your legendary armorsmith made for them.

If you don't have full armour, you can assign trousers and other regular clothing items from the equip screen or as part of a uniform, so just make sure they are fully dressed.

I've found that in general, Bins are more of a problem than they're worth for weapons\armour, particularly if the bin contains a mix of items and you've adjusted the stockpile settings at some point (i.e. 1 item inside is invalid).
Try creating a large armour stockpile without bins, shift all your armour in there and see if that improves their behaviour.

If you must use bins - Remember to add a shirt\tunic and trousers to every uniform. Dwarves don't like fighting naked, and you can practically guarantee Urist Mcstupidhauler and Co will wander off with the bins containing all the breastplates\mailshirts at somepoint....

Another thing to note is partial matches on the military equip screen. I believe it's 'm'-'e'-'m'. If you have it set to partial matches, the dwarves will try to equip your uniform, but may deviate from it if other options are available. If you set it to 'exact matches' they won't do that (or shouldn't).

Another thing, while I think of it: are you giving your dwarves enough time to get all their kit? They sometimes, especially when switching from an old uniform to a new, like to put away gear - hence fetching bins and so on. Every new item is a new job for them (fetch greaves, fetch gauntlets, put away gloves, put away trousers, etc etc etc). It takes a while.
