pressure plate to be open only when dry

I am trying to make an automatic flood control safety - am I correct in thinking that I make a pressure plate triggerable by water with a max of 0?  Will this close whatever floodgates it is attached to as soon as any water hits it?

Bridges raising up are the opposite of floodgates...  You can make a pressure pad linked to a bridge instead, so when water touches it the bridge raises up and creates a barrier.
