Why aren't the floodgates working? What am I doing wrong?

I do not recognize that thing on the very right in the floodgate line.
Is it a floodgate, too? Because if it is not, the reason is that water can flow diagonally, too.
I presume that there is no z-level of water above this on you showed, of course.

My trade depot is set to flood with water at the pull of a lever.  It's deep in the tunnels with easy drainage.  I call it my "water for goods" trading policy.

Items blocking the floodgate tile keep it from closing - looks like there is a grate down in the river. 'q' the floodgates to make sure each is a built floodgate and not one that is just sitting there.

Last time I tried to dam a river, I noticed it took a long time to drain off the edge. Check the actual water level (particularly near the edge of the map) to see if it's below 7/7.
