Dwarves won't pick up quivers/armor

I'm having problems getting my markdwarves to train and it seemed to be related to their lack of quivers. I've made 30+ leather quivers now and nothing's changed. I'm guessing that it could be related to no "space" to pick up a quiver, because my melee squads similarly won't equip themselves due to an abundance of clothing: most only have a mail shirt, shield, leggings, and a weapon (no helms, gauntlets, boots, etc)

Is there a way to manually de-equip clothing or force them to pick up their 'uniforms'?

I didn't see this on the wiki or elsewhere on the forums. I'm in v34.11, if that helps.

Only one marksdwarf may use a target at a time, so make many.  You also need to assign every target, not just one, and ensure the practice direction is set (ie. right to left).
If you want them to practice archery exclusively, don't assign then to a melee barracks.
Ensure you have enough ammo manufactured and assigned.  If there's enough ammo available, they WILL get a quiver.

Equiping is trickier.  Set the uniforms to replace clothing.  Be sure the order of dress is okay (ie. helm above hood, trousers above greaves), and that you actually have enough of those items.  I don't like the default uniforms, so I edit them accordingly. (to assign bone helms, gauntlets, etc., use "white" colour, as there is no "bone" material armour type listed)  I prefer to assign both trousers and greaves, because they get kinda grumpy when they go on duty and have to stand half naked because there isn't enough greaves yet.
Alternately, you can use m -> e to view the equip status and assign specific items to each dwarf.  Avoid assigning specific weapons unless you want them to become "attached" to the weapon and continue to insist on using that -chicken bone crossbow- had assigned them earlier, even when there's a *steel crossbow* available and you've set weapons to "steel crossbow".
