If talking to him does not prove effective, then create a game world designed specifically to kill powergamers like that. Something complex, with political intrigue and dark alley assassinations all rolled into one. Also, hyper competent guards just in case he decides to barrel through it anyways. Make it intricate enough that it doesn't feel shoehorned in. Also, make everyone design their characters fully before you reveal the campaign, to really catch him off guard. "You made an axe-swinging maniac? Hope he knows how to sling BS with politicians, too." or "40+ bluff skill? Try talking that knife out of your back."

Don't try to overpower him, make him overpower himself.
