Armour problem

Hi. Dorfs make me sad  >:(

One of my squads consists of two speardwarves. They are ordered to wear steel armour, including mail shirt and breastplate. Until very recently that was OK, btw, all my melee soldiers wear steel mail shirts + steel breastplates.
At some moment I found that first speardorf wears only mail shirt, and second speardorf wears only breastplate. And I can't make 'em wear mail shirt and breastplate together!
At my stockpile I have about 2 unused undumped unforbidden steel mail shirts and about 5 steel breastplates of the same status.

I've tried to re-assign uniform and equipment - they just return to initial situation.
I've tried to assign these dorfs to different squads - they don't change their mind anyway.
I've tried to dump mail shirt, worn by one, and breastplate, worn by another one - first dorf takes on another steel mail shirt, but second dorf stands without body armour.
I've tried to remove them from squad and assign them again - doesn't help.
I've tried to make more mail shirts - didn't affect speardorfs.
I've tried to remove both mail shirt and breastplate and then order dorfs to take on armour by layers (first mail shirt, then breastplate) -didn't help. First dorf takes on mail shirt, second one ignores.
"Breastplated" dorf agrees to take on iron mail shirt, but I want him to wear steel.
I've tried to remove weapons from their hands - didn't help.

At m -> e screen green ticks show, that both mail shirt and breastplate are assigned to every speardorf. But actually they don't wear on of those items.
"Replace clothing" and "exact matches" are switched on.

What else should I try?

how many seasons time did you give them? like, not doing anything to try and encourage them, just letting them go about training/idling/whatevering?

other than impatience, I always forget what else can cause this

Time didn't cure dorfs' stupidity. I gave them several seasons.

But the problem is solved. I just ordered my other military dorfs to put off their steel mail shirts, and then speardorfs stopped being stupid and put on both steel breastplates and steel mail shirts. After that other military put steel mail shirts on again without any problems.

Looks like one of my speardorfs tried to put on a steel mail shirt, worn by another military dorf.
