Alert and ordinary burrows should intersect

If you have a burrow set up somewhere inside your fort to regulate, say, the flow of materials to a workshop, and another burrow encompassing the whole inside and tied to an alert, if you activate said alert, any dwarf inside the former burrow will stop respecting it and start strolling around your entire fort. This is especially unfortunate if you use burrows to provide your moody armorer with adamantine wafers and suddenly come under a siege, order your dwarves inside and find yourself with a legendary lead breastplate.

My suggestion is that when a dwarf is assigned to a burrow and an alert with another burrow tied to it is activated, the resulting burrow for the dwarf should be the intersection of the two burrows (or the alert burrow if no intersection exists). This way, it should be easier to keep a burrow-intensive fortress running properly even if there's an enemy army on your doorstep.

It would also be nice if you could tell dwarves to stick to either both of their burrows at once or either burrow.

Of course, I'd like to note that sometimes it would be nice to have normal burrows ignored in case of alert (e.g, woodcutter's burrows); presumably this would be toggled on a per-burrow basis.

Well, my idea is that if the ordinary and the alert burrow don't intersect, it will default to your alert burrow, so if your woodcutter burrow is completely outside your fortress and you activate an alert to have everyone go inside, the woodcutters would be forced to leave it and return inside, while if some part of it is inside, they'll instead be restricted to the area where the two burrows intersect.

But yeah, per-burrow toggling doesn't sound unreasonable either.
