For some reason cages aren't being moved from the workshop to any kind of designated storage area and I've yet to find it in the list under custom.  Am I just missing it or do I have to build each cage to get it out of my workshops?

Cages go in the Animal stockpile, as do vermin traps. This is also where they put cages that actually have things in them.

Oddly enough though with 33g I have empty cages that arent being transported back to the animal stockpile. I need to double check I haven't forbidden a quality level or something.

Did you build those cages in the tile they are on?

The empty cages are just sitting in the carpenters workshop and there are plenty of dwarves idle with all the hauling needed enabled.  Maybe I'll try moving the save into a brand new DF folder clean install.

Maybe the answer is simply that hauling empty cages get low priority and that all your haulers are busy doing something else.

You haven't mentioned if you have an animal stockpile yet, either.
