One of my jailed dwarves is dehydrated (it was a long sentence), so I put a fresh batch of alchol next to him.  The problem, though, was that the dwarf was on an endless errand of "attending meeting"... with no one in sight and no one wanting to talk on the other end.  

So... praying?

or can people attend meetings alone?

Perhaps it was an AA meeting, and being dwarves, he was the only one to turn up?

if they have no path to get to the mayor (or whoever they want to have a meeting with) they usually just stand where they are with "attending meeting" as their job (same applies to the other party attending the meeting, unless they have a more interesting job to do like mining). chances are he will remain with that job until he is released and gets to see him, or he will die because he forgets to drink. (unless drinking can interrupt it)

I think eating/drinking/sleeping can interrupt it. It always happens to my trader when the liason comes around.

You can draft and undraft them to cancel the command. Helps when the game bugs up and the command will never complete.
