Streamlining the military

So, I'm setting up the military in my latest forts, and while I pretty much understand how it works these days, there are a couple of things I'd appreciate advice on.

1. Is there a way to encourage more sparring sessions? I've heard theories on this, but I haven't had any success myself so far.

2. Is it normal for the military to pick up new equipment every other month/season/year instead of when it's available? In a couple of my forts they rushed to grab the latest weapons and armour instantly, but in my two latest forts they've been somewhat less enthusiastic. It'd be unfortunate if someone found themselves fighting ambushers with a boot, a mail shirt and a shield. :-\

1. Iv herd squads of small even numbers like 2,4 and 6. Goes well everyone pairs up.

2. Look at what there schedules are. They may only get a chance to run off and gear up every 6 months or something.

They pick gear based on value btw, not what's best. Could be your smiths made a higher quality item only a few times and that's what your dwarves went for?

Even or odd numbers don't matter. I regularly have three-dwarf squads in which all three dwarves spar at once.

Perhaps this time round you set your uniform to go over clothing instead of replacing it? If a dwarf is wearing as many clothes as possible on a body part and they're asked to put on some armour, they'll claim it but not go and put it on. Helms are a special case, as both they and the civilian caps are "shaped" and cannot go on the same head at once.

I am trying to make chickens lay bees as eggs. So far it only produces a single "Tame Small Creature" when a hen lays bees.
Honestly at the time, I didn't see what could go wrong with crowding 80 military Dwarves into a small room with a necromancer for the purpose of making bacon.

Nah, they're good, they just didn't want to.

Heh, I actually thought about that, then I thought "hey, not even dorfs would be stupid enough to forgo plate for sexy hats"... turns out I was wrong. Thanks!

If you do Replace Clothing, you should make sure you have either:

1. Torso, Leg and Foot armor matching your uniform available to each dwarf set to Replace, so as to avoid bad thoughts

2. "Backup" armor and clothing assigned as part of the uniform to cover those areas.

An example for #2 would be including trousers, tunics and socks in the uniform along with greaves, breastplates and boots (and of course, having enough of that clothing for all your dwarves!). That way you can set the uniform itself to Replace Clothing without worrying if your soldiers are going to be unhappy about exposing themselves.

Because, really, who wants their fort to be brought down by rampaging, half-naked citizens?

Children you rescue shouldn't behave like rabid beasts.  I guess your regular companions shouldn't act like rabid beasts either.
I think that's a little more impossible than I'm likely to have time for.

Edit Ranged Uniform. 
Change Exact to Partial.
Remove leather material from Shield.
Change leather material to metal for Helm and Body.
Put Females in the Ranged squad. 
Teaching and Student, doesn't matter.
Cancel Train.
Cancel Hauling.
Setup 10 targets with /T for this ranged squad on each target.

Edit Metal Uniform. 
Change Exact to Partial. 
Put dudes in the spear squad.
Pick high Teachers for Captains.
Pick high Anger.
Lower Train to an odd number of dorfs/month(5).

Pick all high Teachers for Commanders squad.
Pick all high Observers for Sheriff squad.
Don't squad up the Hammerer.
