So far as I have tried, in legends mode there isn't a way to access the banners / civ or group symbol's description -- only the visual representation are seen, but not what they mean.

I haven't found a way either. It would be difficult to attach meaning to them since most groups spring into existence at the beginning of time, so civ symbols are just chosen at random.
