How can you walk down a stair that doesnt have a staircase at the bottom?

Example: How to jump down a up/down staircase to a flat area Ex: A flat area in a (SPOILER) adamantine shaft Ex: the entrance to hell.

You can't. You need to build a upwards staircase in the flat area below the up/down staircase to be able to get down. Flying things can happily go either way though.
