What the heck are Libraries?

So I'm getting back into Dwarf Fortress after some time away, and I just noticed that there are like 20 new Workplaces named "Libraries". I've seen nothing of them in Toady's dev logs, and I'm wondering what purpose they serve.

Are you using a mod? Some mods have library workshops, but not the default DF
