FB populations in small worlds

I've generated and played two worlds recently. The first was Medium Region sized, the second right above pocket (Smaller Region). I used similar settings for both, cranking the beasts, megabeasts, vampires, werecreatures, savagery, evil weather and secrets WAY up, along with subregions + evil regions and so forth. Both were nicely evil and varied worlds. One difference, though, is in the Forgotten Beast population and frequency... the first world had thousands, the second small world had only 18 despite having the FB settings very high. None had died by year 1050, but come on... 18?

In my small world, there's at least one cave or lair on every single map square, it seems, and 2500+ dragons, rocs, and hydras each. I'm in year four of my fort, however, and haven't been visited by any FB/werebeast/megabeast whatsoever, despite having millions in wealth and a population over 100. In my first (larger) world, I had four (!) FB's arrive in the first year (they were all trolling around the caverns hugging each other, just waiting for me to drop a staircase...) along with three werebeast attacks. I'm willing to chalk the no-visits up to random chance, but it's obvious I won't get swarmed like I did the first time.

So essentially, is there a way to get ridiculous FB numbers on a smaller region like I had in the larger one? Preferably without eliminating all megabeasts in the process? I've never seen a hydra/roc/dragon and am hoping one shows up. If I play this new fort long-term I'm depressed at the notion of eradicating all FBs in the world (assuming they come).
