"There are always newspapers. Just for the sake to keep their face, the government needs to replace him... That's his fear. Or else they just could openly be corrupt...
Anyway, when we can get him on our side, he will be a good assist... At least here in Sucre."

Incoming message from The Director:

"Research "unpopular'" targets in either the South American drug trade, or among Afghani warlords. Identify a target that will not be missed. Then, perform a simple hit and run operation for the purpose of resource acquisition."

The goal here is to make a hit that will secure resources for the organization. The police are not the goal here, and it's unlikely that they'll have much worth taking.

doens't he? It would be really contraproductive for his career if this comes out

I think it's generally accepted that South American police are on the take.

Even if he responds favorably to blackmail...what's to be gained by it? The police chief is a private individual. Most likely one of no particular importance or wealth, and with neither desire nor ability to be a strong ally. The goal here is to identify a target who will not be missed, raid them for money and weapons, and have the response by other local powers be to shake your hand and buy you drinks because you did them a huge favor.


New Mission Directives for 'Operation: Razor'

Identify the relative strengths of the cartels. Impersonate CIA operatives and approach the stronger cartel. Feed them the story that their adversary did something to antagonize Washington and that you're going to raid one of their facilities in retaliation. Nicely ask them to not interfere, use them as an intelligence resource, and advise them them if they were to perform a simultaneous hit on another facility, the combined attack would be likely to put them on top.

Then do it.

Head out on the town with 2 agents in disguise and find rumors on what cartel is stronger in town, or in a better position at least. Stay unnoticed by the cartel as much as possible.

Eavesdrop some more.
Send two agents to the local newspapers. Maybe they have some information too.
Send two agents to hunt down important figures of the drug trade, if possible, and observe their daily routine.
