Hi:

This suggestion would combine the advantages and game depth of both adventure, and fortress game modes.

You could start fortress mode with a designated character, who is your avatar in the game.
This character should be the leader of the fortress. If that character is killed, the game is over just like in adventure mode.

If this avatar character looses the leadership of the dwarves running the fortress, for example by performing a bad management, the game turns into adventure mode.
In this case you take control of that single dwarf, and can leave the fortress to explore the world, or try to regain the leadership of a new bunch of dwarves to create another fortress.

During the adventure mode, if your character is a dwarf who is leading a bunch of other dwarves, you can turn the game into fortress mode to start a new fortress at anytime and anywhere you want.

In fact, there could be no need for the game mode swaps.
However, I believe that the implementation of this suggestion would be more complicated that way.
