Sounds like it's as you say; I didn't recall the crack house being inherently more suspicious than abandoned buildings, but I can see why I or someone else might have made it so.

Maybe the fact that it stops being inhabited by crackheads and hookers seems conspicuous. Unless your squad is composed out of nothing but.

Don't forget the Transients, Gang Members, and (if applicable) Mutants.  I could make a pretty good LCS out of Mutants, Prostitutes, Transients & Gang Members, but self-taught Tailoring would be a chore.

But we've gone really OT here, haven't we?

I'd suggest that a stolen crossover or +2 to Driving vehicle sounds about right if it has to be stolen...but I really don't mind having a classic-but-legal VW Beetle.  (I've never had the game sell me another old Beetle--they're always this year's model.  New Beetle might blend in better, and the sleeper Salesperson might help, but still...)
