I currently have 206, 60 of which are children/babies. I think that ought to be enough. :P It's not the only race I have modded in, but it's the only one that's not working.

Are you trying to add these to an existing world? Or have you played up to 200 dwarves from a fresh one in an attempt to get sieged?

From the wiki:
"...hostile civs require that the population trigger be fulfilled as well as at least one other trigger before attacking." So would adding in something like

   [PROGRESS_TRIGGER_TRADE:2]
And I gave my modded entity:
   [PROGRESS_TRIGGER_POPULATION:2]
   [PROGRESS_TRIGGER_PRODUCTION:3]
   [PROGRESS_TRIGGER_TRADE:3]

Does changing it from "2" to "3" really make that much of a difference?

I've found this to not be the case - an entity can siege both without non-pop triggers (omitted or set to 0) or without hitting the pop trigger (set to 3, <50 pop) as long as another trigger is hit.  This information in the wiki is either incorrect or simply outdated as of 31.25 or earlier.
